Main Functions of Our Institution
- Providing financial assistance to low-income beneficiaries under various sectors.
- Providing equipment assistance to low-income beneficiaries.
- Providing necessary financial assistance and equipment during identified special circumstances.
- Establishing, maintaining, and supervising elders’ homes.
- Establishing, maintaining, and supervising vocational training institutions and care centers for persons with special needs.
- Establishing, maintaining, and supervising other institutions that can provide relief and support to the public of the province.
- Conducting knowledge, skills, attitude development, and evaluation programmes to empower elders, persons with special needs, female-headed households, and low-income beneficiaries.
- Establishing new organizations for elders, persons with special needs, and female-headed households, convening meetings, and providing infrastructure facilities.
- Conducting drug prevention programmes.
- Conducting community awareness programmes to protect the rights and enhance the welfare of elders, persons with special needs, and female-headed households.
- Organizing and implementing community awareness programmes on disaster management.
- Implementing attitude and capacity development programmes for the departmental staff.
- Carrying out the institutional administration and management of the department.

Provincial Department of Social Services
About Us
In accordance with the provisions of the 13th Amendment to the Constitution of Sri Lanka, and following the establishment of the North Central Provincial Council on 12.05.1988, the Provincial Department of Social Services was established to carry out the duties and functions related to the subject of social services assigned to the Provincial Council under the Provincial Councils Act No. 42 of 1987.
Initially, the activities of the Department commenced with the management of the Saliyapura Government Elders’ Home and the payment of public assistance allowances (Pin Padi). At present, the scope of services provided by the Department has expanded significantly to cover a wide range of social service functions.
The Head Office of the North Central Provincial Department of Social Services is located in Anuradhapura, and there are five institutions functioning directly under its administration:
- Saliyapura Shanthi Sewana Elders’ Home
- Bulnewa “Supasan” Home for Retired Elders
- Giritale Athwela Training Centre
- Olukaranda Vocational Training Centre for Persons with Disabilities
To ensure the effective implementation and coordination of the Department’s functions at the Divisional Secretariat level, Social Service Officers and Development Officers have been deployed to cover all 29 Divisional Secretariat Divisions.
Furthermore, the Department maintains close coordination with other relevant institutions, including the Department of Social Services of the Central Government, the National Secretariat for Elders, the National Secretariat for Persons with Disabilities, and the Ministry of Social Services.
In addition, the Department provides residential allowances, as well as financial and non-financial assistance, and carries out supervision for six institutions for persons with disabilities that are owned by the Department but operated by non-governmental organizations. Moreover, three institutions managed by non-governmental organizations or governing boards are also supervised by the Department, and residential allowances for those institutions are provided by the Department.

About Us
During the years 1946 and 1947, during the British colonial period, this site was constructed as a military barracks. According to local tradition, it is said that the African Kaberi regiment was stationed here. After independence in 1948, during the tenure of Prime Minister D. S. Senanayake, it was maintained as a main base for the implementation of the Anuradhapura District Development Scheme by the Department of Engineering. From mid-1951 until June 1952, due to renovation work at Anuradhapura Central College, several classes were temporarily conducted at this location for a period of one year.
In July 1952, the institution was officially established as a government elders’ home. At its inception, it was known as “Mahalumadama,” later renamed “Mahalu Niwasaya,” and currently it is recognized as the Elders’ Home. At the beginning of 1952, it was an institution managed by the Government Department of Social Services. After the adoption of the 13th Amendment to the Constitution in 1987 and the establishment of the Provincial Council system, it has been operated under the administration of the North Central Provincial Department of Social Services.

“Supasan Niwas” in Mawanellya stands as a testament to the generous donation made by the Dutch National Association, constructed under the patronage of the Sinhala Society of Mawanellya. The plaque displayed on the wall of the home bears witness to this fact. It was officially opened on 29th January 1999, with the participation of Dutch National Mr. T. Smith and Mrs. Smith, the then Honourable Minister of Social Services, Mr. Bertie Premalal Dissanayake, and the Sinhala Adhipathi of the 306-D District, Mr. W.M.S. Wijesundara.
